Add Oracle service - LLM wrapper

First service for Vi's nervous system:
- Oracle service with NATS integration
- vLLM backend for Qwen3-32B
- GPTQ quantization support
- Thinking mode sampling configs

Simplified from Lyra's patterns, ready to test.
